Sanford, my “Different” neighbor

There are some strange people out there in my community. One of the strangest of all the Homo Sapiens species lives on my city block. The person under my surveillance is an elderly discomfit. We neighbors gossip about him as we try to decide if he has amnesia or dementia. Mentally he seems to be two bricks short of a full load, or maybe he didn’t have enough mental concrete mixed in his cement…
